Title of bill
An act to amend the social services law, in relation to public assistance applications
Purpose
To require the Office of Temporary and Disability Assistance to create a supplementary notification form in order to make the public assistance application process more efficient, resulting in long-term cost savings to New York State.
Summary of provisions
The bill adds a new section 152-c to the Social Services Law requiring the Office of Temporary and Disability Assistance to take the follow steps to simplify the public assistance application process: · List information and questions on such applications in a manner understandable to those with basic literacy skills. * Draft a supplemental notification form to be provided to all applicants for public assistance. * Notifications on supplemental form must be of a font size no less than sixteen point. * Notifications shall include a check off box for each item to allow the applicant to confirm he or she has received the information contained on the form. * The notification form shall include a signature line for the applicant to confirm he or she has received and understands the information contained on the form. * Local social services districts shall provide all applicants for public assistance with the supplemental notification form. * The Office of Temporary and Disability Assistance shall review the supplemental notification form no less than once every six months and shall update the form as may be appropriate or required by law.
Justification
Public assistance applications are large, lengthy and complex. In many cases, applicants for public assistance must work with a caseworker to complete the required documentation. Additionally, the application is not easy to understand, read or process. This bill will ease the application process by guaranteeing that public assistance applicants are correctly and completely notified as required by law.
The bill will also relieve the necessity of reprinting public assistance applications whenever there is a change in notification requirements. Instead, any changes that are necessary will be able to be instituted through a reprinting of the supplemental notification form that will accompany all new applications for public assistance. This represents a cost savings since a reprinting of the application is more expensive than reprinting a supplemental form. Further, these changes would simplify the process for local social services districts by providing them with a standardized, clear and concise means to guarantee that applicants are correctly notified.
