Title of bill
An act to amend the environmental conservation law, in relation to giving the state soil and water conservation committee membership to the New York ocean and Great Lakes ecosystem conservation council
Purpose
To give the State Soil and Water Conservation Committee membership to the New York Ocean and Great Lakes Ecosystem Conservation Council.
Summary of provisions
Section 1 of the bill amends Subdivision 1 of Section 14-0107 of the Environmental Conservation Law, as added by Chapter 432 of the Laws of 2006, to allow the New York Ocean and Great Lakes Ecosystem Conservation Council to have 10 members including the Chairman of the State Soil and Water Conservation Committee. Section 2 of the Bill provides for an immediate effective date.
Justification
The Ecosystem Based Management (EBM) released a report entitled "Our Waters, Our Communities, Our Future." Included in the report was the recommendation that the NYS Soil and Water Conservation Committee be recognized as a full member of the NY Ocean and Great Lakes Ecosystem Conservation Council. The SWCC provides direct guidance to the 58 Soil and Water Conservation Districts (SWCDs) and has specific EBM principles within its legislative charge. The SWCC administers programs that directly affect our natural resources, with the SWCDs as the local delivery system. Expanding the Council will offer a practical means for integration of EBM at the local level. This bill seeks to adopt the EBM recommendation.
