Title of bill

An act to amend the energy law, in relation to energy audits for small businesses

Purpose

To offer free incentives to and encourage small businesses and non-profits in New York State to implement energy conservation methods within the physical dimensions of the building where business shall operate.

Summary of provisions

The creation of a new section within Article 5 of the Energy law.

Justification

Small businesses that utilize less than $75,000 worth of electric and gas per a year should not be subject to pay for energy audits where recommendations such as lighting upgrades can be implemented at less than the cost of an energy audit. Since 2000, the small business Audit Program from the New York State Energy Research and Development Agency (NYSERDA) has served a little more than 200 businesses per year in New York City. A reason for the low number is the cost of an energy audit. NYSERSA, which offers energy audits to companies interested in improving their energy efficiency and provides targeted incentives that reduce the cost of implementing these measures, shall, in addition, offer free audits to small businesses in efforts to make energy conservation measures an attractive option.
