Title of bill

An act to amend the county law, in relation to authorizing the county of Broome to impose an additional surcharge of not more than sixty-five cents on each telephone access line for enhanced 911 emergency service costs; and providing for the repeal of such provisions upon expiration thereof

Purpose

The purpose of this bill is to allow Broome County to increase the surcharge on each telephone access line for enhanced 911 emergency service costs.

Summary of provisions

Section 1. Adds a new section 336 to the county law that would permit Broome County to adopt, amend or repeal local laws to impose a surcharge in an amount not to exceed one dollar per telephone landline per month.

Section 2. Sets the effective date as immediately, with a sunset provision to expire 10 years after such a date.

Justification

This legislation has been requested by Broome County through a resolution adopted by the County Legislature on December 17, 2009. Broome County, in order to meet the need for replacement and upgrade of its emergency communications systems to meet federal narrow banding requirements by 2013 and to develop a fully interoperable radio system serving the needs of first responders throughout the county, must make a substantial investment. A similar system was installed in Tompkins County at a cost of $21.6 million and installation of a similar system in Onondaga County is quoted at $42 million. Broome County expects to incur similar costs, which would place an undue burden on property owners without the surcharge increase.
