Title of bill

An act to amend the correction law, in relation to allowing inmate labor for non-profit organizations

Purpose

This bill gives state and local correctional facilities the flexibility to allow inmates to work for non-profit organizations.

Summary of provisions

Section 1 amends Section 170 of the Correction Law to allow inmates confined in state and local correctional facilities to perform work for non-profit organizations, provides that no inmate who declines to work for a particular religious organization shall be disciplined, and requires the Department of Correctional Set-vices and local corrections departments to file an annual report.

Justification

The Correction Law currently allows inmates to perform work for the state and public institutions but does not allow them to provide work for non-profit organizations. Many non-profit organizations are underfunded and do not have the resources to adequately maintain their property. Allowing inmate work crews to provide labor to these organizations will fill the gap in funding and could give inmates a sense of "giving back" to the community.
