Title of bill

An act to amend the education law, in relation to the practice of physical therapy

Purpose

To update the educational requirements for licensure as a physical therapist.

Summary of provisions

Section 1 of the bill updates the education required for licensure from a bachelor's degree to a master's degree or higher. Section 2 of the bill exempts current licensees and licensees in other states who seek licensure in New York at a future date from the change in the education required for licensure. Section 3 of the bill is the effective date.

Justification

The current statutory educational requirement of a bachelor's degree for the practice of physical therapy was established in 1973. Since that time, the profession of physical therapy has advanced and grown. In recognition of that progress, accrediting bodies have required that physical therapy educational programs must be at the master's degree level and more recently at the doctoral level. Today, virtually all of the physical therapy educational programs in New York and across the country are now at the doctoral level. This bill would update the statutory educational requirement to be consistent with the current educational requirements for physical therapy programs.
