Title of bill
An act to amend the vehicle and traffic law, in relation to requiring passengers in taxis and liveries to wear safety belts
Purpose
To protect the public from injury in the event of a motor vehicle accident.
Summary of provisions
An amendment to section 375 of the Vehicle and Traffic law.
Existing law
Section 383 of the Vehicle and Traffic law requires all taxicabs and liveries to have visible, accessible and maintenance safety belts in good working order.
Justification
According to public studies, there are approximately thirty accidents a day involving taxi cabs in New York City which amounts to over 10,000 per a year. Taxi cab accidents are rising as evident of a study in 2006 which documented a total of 9,128 taxi cab accidents. Twenty percent of those involved in taxi cab accidents suffered serious injury or, in some cases, death. Because of these facts, and for a general increase in the amount of vehicles on our roadways, there is an ever present need for the enactment of this legislation. Many of these injuries and deaths could have been avoided if the driver and passengers in taxi cabs were required to wear a safety belt. It is well known that the use of a safety belt could mean the difference between life and death in many critical accidents.
