Title of bill
An act to amend the state finance law, in relation to the adoption of the DUNS number as a mandatory vendor identifier for all New York state contractors and the establishment of a mandatory, central vendor registration portal
Purpose or general idea of bill
To produce costs savings and increased transparency in New York's contracting process.
Summary of specific provisions
Section 1. Amends the state finance law by adding a new section 169 creating the DUNS number and central vendor portal.
Sections 2. Effective Date.
Justification
The DUNS number stands for "data universal numbering system" and is the United States federal government's standard for vendor and grantee identification. These numbers are similar to a Social Security number for organizations looking to obtain government funds or contracts. The Office of Management and Budget has adopted the use of DUNS numbers as a way to keep track of how federal grant money and contracts are dispersed. There is no cost for businesses or organizations to obtain a DUNS number.
Implementing this policy at the state level will help create a more open and transparent contracting process and ensure that contracts are awarded to the most cost-effective, efficient and responsible vendors.

Effective date
