Title of bill
An act to amend the state finance law, in relation to expanding entities that may purchase recycled or remanufactured commodities
Purpose or general idea of bill
The act extends to local municipalities the same ability that already exists for state agencies when purchasing recycled or remanufactured goods.
Summary of specific provisions
section 1 amends subdivision 6 of section 163 of the State Finance Law to allow the purchase of recycled or remanufactured commodities that are valued under $50,000 without a competitive bid process. This ability is given to counties, cities, towns, villages, school districts and public benefit corporations that intend to perform financing services that will benefit the health of their citizens.
Justification
section 163 of the State Finance Law already allows state agencies to purchase recycled and remanufactured goods under $50,000 without a competitive bid process. This bill would extend that same ability to local governments, school districts and public benefit companies.
For years New York state has encouraged the purchase of products that are recycled and remanufactured to both divert thousands of tons of waste from entering our landfill; and to support the innovative, cost effective and growing industry of remanufacturing, which employs thousands of people - many in small business settings. This legislation will further promote the usage of recycled and remanufactured products by encouraging local municipalities to purchase these commodities using the same, simplified manner that is already used by the state.
