BILL NUMBER:S7943

Title of bill

An act to amend the public lands law, in relation to authorizing the commissioner of general services to convey unappropriated state land to a school district or board of cooperative educational services for public education purposes

Purpose

This bill would allow the Commissioner of OGS to convey unused state lands to a school district for public education purposes.

Summary of provisions

Section 1 of the bill amends subdivision 1 of section 34 of the public lands law to add "school district or board of cooperative educational services" to the list of public entities that the Commissioner of OGS can transfer land to for one dollar provided the property is used for public education purposes.

Section 2 of the bill provides for the effective date.

Justification

There are circumstances where the State of New York possesses property that is not in use but could be placed into productive use by a school district. This bill will allow the Office of General Services to transfer such property to a school district for a nominal fee for use by the school district for public education purposes.

This bill would help the Bay Shore School District acquire an unused piece of property owned by the State of New York and under the control of the Office of General Services so that property can be used by the school district for educational purposes.
