BILL NUMBER:S8028
Title of bill
An act to amend the economic development law, in relation to the establishment of the New York state task force on health care cost reduction through entrepreneurial innovation
Purpose
The New York State Task Force on Health Care Cost Reduction Through Entrepreneurial Innovation is charged with producing a comprehensive statewide plan for development of industries that deliver products and services that will reduce the cost of health care while creating jobs and stimulating economic activity throughout the State.
Summary of provisions
This legislation outlines the duties of the Department of Economic Development in establishing the Task Force, requires identification and assessment of the types of conditions that are treated through the health care system in which costs may be lowered through use of currently available or new products or services, and details the expected findings to be included in the report.
The membership of the task force shall include the Commissioner of Department, five members appointed by the Governor, four members appointed by temporary president of the Senate, four members appointed by the speaker of the Assembly, two members from the minority leader of the Senate and two members from the minority leader of the Assembly. Members shall be leaders in the relevant areas of health service delivery, advanced manufacturing, research and development, new product development and commercialization.
Justification
When people think about health care they too often think just about standard medical services delivered through hospitals, clinics and through surgical, and pharmaceutical means. Many opportunities exist to improve health care delivery, and health through non-surgical and non-pharmacological means. Through developing products that help our seniors stay in their homes longer, people on special diets get the food that they need at a cost they can afford, or remote emergency workers respond more effectively, ultimately health care cost are reduced. This legislation aims to encourage the cooperation of health care providers, manufacturers, service providers, researchers and engineers to develop innovative solutions to health care issues.
Legislative history
New bill.
Fiscal implications
It is estimated that the cost to find the staff support and reimbursement of the commission, $30,000 resulting from the services of one half FTE equivalent during the term of the
commission and regular reimbursement for expenses, will be more than offset by increased revenues from economic activity and cost saving generated from recommendations of the Task Force.
Effective date
The thirtieth day after it becomes law.
