BILL NUMBER:S8044
Title of bill
An act to legalize, validate, ratify and confirm certain capital improvement projects of the New Rochelle city school district
Purpose
To allow for an extension for filing state aid for capital improvement projects for the New Rochelle City School District.
Summary of provisions
Section 1 is the legislative intent which finds that the capital improvement projects, which were approved by the school district and eligible for certain state aid, were designated project numbers 0001-007, 0002-006,0004-004,0012-006,0006-004, 0003-006, 0001-009, 0001-010, 7999-001, 7999-002 by the State Education Department. A required filing for eligibility for aid was not made by the district in a timely manner.
Section 2 validates all preliminary work done by the school district to obtain the Commissioner of Education's approval of aforementioned projects.
Section 3 directs the Education Department to consider the approved costs of the aforementioned projects as valid and proper obligations of the New Rochelle City School District.
Section 4 is the effective date.
Justification
During a recent review of the status of the New Rochelle City School District's capital construction projects, projects were found to have passed the deadline for submission of the Final Building Project Report to the State Education Department (SED). A copy of the Certificate of Completion for this project either did not reach the appropriate indi- vidual or was somehow misplaced. As a result, the report was not prepared and submitted prior to the required SED deadline.
