Title of bill
An act to amend the public authorities law, in relation to acquiring a traffic impact statement and public hearing for certain construction projects of the Triborough Bridge and Tunnel Authority
Purpose
To require a traffic impact statement and public hearing on certain projects of the Triborough Bridge and Tunnel Authority.
Summary of provisions
Section one amends the public authorities law by adding a new section 559-a.
Section two is the effective date.
Justification
The Triborough Bridge and Tunnel Authority (TBTA) which is part of the Metropolitan Transportation Authority (MTA) operates seven intrastate toll bridges and two tunnels in New York City. When the Authority plans a major construction project under its jurisdiction, the public should have advanced warning of the project so they can prepare for the onslaught of traffic delays that occur during such projects. To better inform the public, this bill would require the Authority to issue a traffic impact statement and hold a public hearing on any construction affecting the bridges and tunnels under its jurisdiction. The public hearing would be held in the communities affected by the construction project so that the residents have the ability to comment on the project and to ensure that they are informed by the Authority of traffic delays that will affect their daily commute. The public hearing will allow for public comment no more than thirty days before a renovation or construction project is put out to bid. The public hearing must also be held before the traffic impact statement is issued. To better inform the public, the Authority would also have to publish all traffic mitigation alternatives along with the positive or adverse impact that the alternatives will have on potential delays of such construction project. This bill will assist and prepare commuters of traffic delays and traffic alternative that may make their commute easier and less stressful. In the event of a construction emergency or an imminent threat to public safety, the provision of this legislation would be waived.
