Sponsor's memo

Title of bill

An act to amend the legislative law, in relation to the authority of the legislative bill drafting commission

Summary

This bill would add a new section 26 to the Legislative Law to prohibit the Legislative Bill Drafting Commission from striking the enacting clause of any legislative bill or resolution except upon the express authorization of the Sponsor of the bill or resolution.

Justification

The Legislative Bill Drafting Commission has, on occasion, struck the enacting clauses of certain legislative bills without notifying the sponsor of these measures. This bill would prevent this situation by requiring the express authorization of the sponsor prior to taking this action.

Fiscal implication

None to the State.

Effective date

This act shall take effect immediately.
