Title of bill
An act to amend the private housing finance law and the public housing law, in relation to preferences in admission to certain housing projects
Summary
This bill would amend paragraph (a) of subdivision 7 of section 31 of the Private Housing Finance Law and paragraph (b) of subdivision 1 of section 156 of the Public Housing Law to provide veterans preference in admission to Mitchell-Lama and public housing if military service coincided with periods designated as a period of hostility in Vietnam or the individual was the recipient of an expeditionary medal during designated periods of military hostilities.
Justification
Not all military hostilities are accompanied by a declaration of war or designated a period of war and veterans of these operations are not automatically entitled to benefits, or in this instance, preference in admission to Mitchell-Lama or public housing. The bill would. recognize and reward individuals who have risked their lives to serve our country in dangerous conflicts and would provide a benefit consistent with that provided to veterans during the period of December 22, 1961 to May 7, 1975. The dates of the Vietnam conflict have been changed from December 22, 1961 through May 7, 1975 to February 28, 1961 through May 7, 1975 to coincide with the dates given in the United States Code Annotated and the Codified Federal Regulations.
