Title of bill

An act to amend the insurance law, in relation to notice of public hearings concerning rate increases for non-profit medical and dental indemnity, or health and hospital service corporation

Purpose/summary of provisions

The purpose of this legislation is to increase the number of times from three to seven that insurance companies must advertise in local newspapers regarding a notice of a rate proposal public hearing, thereby, giving more notice to the public about potential rate increases and promoting more public participation at public hearings.

Justification

The public should have more notice of a rate case public hearing than just three days. With seven days notice of the hearing appearing in local newspapers, the likelihood of a greater public response can be expected. Enhanced public participation will hold insurance carriers more accountable to the clients they serve.

Fiscal implications

None to state.

Effective date

This act shall take effect immediately.
