Some of you might know, 13 I know Captain Watts does it, and your TAC 14 officers, out of Cornwall came General 15 Petraeus, Cornwall Elementary School -- and 16 you know where that's at, at Lee Road -- and 17 then Cornwall High School, and then to West 18 Point. 19 Your previous colleagues went to 20 your school and went to service academies and 21 made name recognition because of what the 22 foundation was that they had at NYMA. 23 I'm honored to see you here today. 24 I'm honored to introduce you to my colleagues

(518) 371-8910 1 the Empire State Building to the Niagara Falls 2 go dark will have a deep and meaningful impact 3 to people around the world. The time for 4 action on global warming has come, and 5 although Earth Hour is not the solution to the 6 problem, it is a real start and will play an 7 important role in galvanizing support to 8 combat the dire threat that our planet faces; 9 now, therefore, be it 10 "RESOLVED, That this Legislative 11 Body pause in its deliberations to memorialize 12 Governor David A. Paterson to declare 13 8:30 p.m. on Saturday, March 28, 2009, as 14 Earth Hour in the State of New York; and be it 15 further 16 "RESOLVED, That a copy of this 17 resolution, suitably engrossed, be transmitted 18 to the Honorable David A. Paterson, Governor 19 of the State of New York." 20 ACTING PRESIDENT STEWART-COUSINS: 21 Senator Serrano. 22 SENATOR SERRANO: Thank you, 23 Madam President. 24 Today I'm introducing a very
Candyco Transcription Service, Inc.
(518) 371-8910 1 important resolution for the second 2 consecutive year. Earth Hour asks residents 3 and organizations to turn off their 4 nonessential lights from 8:30 to 9:30 p.m., in 5 an effort to conserve energy and showcase how 6 the actions of individuals can effect great 7 change. 8 I hope that you all join me in 9 spreading the word about Earth Hour, a 10 worldwide global warming awareness event, 11 which this year promises to be the largest 12 rally against global warming in our history. 13 Nearly 2400 cities, towns, and municipalities 14 will be taking part in this event throughout 15 over 83 countries. 16 One cannot overestimate the power 17 of a symbolic action. New York State is home 18 to some of the most beloved landmarks in the 19 world, from Niagara Falls in Buffalo to Yankee 20 Stadium in my own district. Last year, at my 21 request, the Empire State Building was dark 22 for an hour. It is my hope that participation 23 will be even greater this year. 24 Every year of inaction in the fight
Candyco Transcription Service, Inc.
(518) 371-8910 1 against global warming leads to another mile 2 of coastline lost to flooding, another acre of 3 farmland lost to drought, and further 4 increases in the earth's temperature. New 5 York State is not immune to these issues. 6 Rising sea levels threaten the coastal cities 7 and towns of this great state, and increased 8 temperatures could destroy the viability of 9 our important agricultural regions. 10 In my district, rates of asthma are 11 amongst the highest in the country. As 12 temperatures rise, increased smog will only 13 make the problem worse. Global warming is not 14 just out there, it affects real people and 15 real lives. 16 I respectfully request that my 17 colleagues join me in supporting this 18 resolution. Let us unite with our friends 19 around the world on Saturday, March 28th, at 20 8:30 p.m. in fighting this threat to our 21 planet. It is my hope that Earth Hour sparks 22 dialogue, brings together residents, 23 legislators and advocates to find solutions to 24 this problem.
Candyco Transcription Service, Inc.
(518) 371-8910 1 And I thank you, and I ask all my 2 colleagues to please join me on this very 3 important resolution. Thanks. 4 ACTING PRESIDENT STEWART-COUSINS: 5 Thank you, Senator Serrano. 6 Senator Fuschillo. 7 SENATOR FUSCHILLO: Thank you, 8 Madam President. 9 I want to thank Senator Serrano for 10 this important resolution. And today is a 11 unique day to have this resolution on the 12 floor, Senator, when you see these children in 13 both galleries. 14 They happen to be from my district, 15 from Shore Road School in Bellmore, and today 16 they were up here performing as part of 17 NYSMA's "Music in Schools" Month in the 18 concourse. They've toured the museum, and 19 they're here now in the Capitol, and I want to 20 welcome the children, the teachers and the 21 parents to Albany. Now they have an 22 opportunity to see the legislative process. 23 So with your indulgence, Madam 24 President, I'd just like them to stand up and

All those in favor please 14 signify by saying aye. 15 (Response of "Aye.") 16 ACTING PRESIDENT STEWART-COUSINS: 17 Opposed, nay. 18 (No response.) 19 ACTING PRESIDENT STEWART-COUSINS: 20 The resolution is adopted. 21 At the request of the sponsor, the 22 resolution is open for multisponsorship by the 23 entire house. Any member wishing not to be a 24 multisponsor of the resolution should so

(518) 371-8910 1 inform the desk. 2 Senator Klein. 3 SENATOR KLEIN: Thank you, Madam 4 President. 5 May we at this time take up 6 Legislative Resolution 1015. I ask that the 7 title of the resolution be read and move for 8 its immediate adoption and allow Senator 9 McDonald and Senator Breslin to speak on the 10 resolution. 11 ACTING PRESIDENT STEWART-COUSINS: 12 The Secretary will read. 13 THE SECRETARY: By Senator 14 McDonald, Legislative Resolution Number 1015, 15 mourning the death of Louis G. Matrazzo, a man 16 of singular distinction and extraordinary 17 accomplishment. 18 ACTING PRESIDENT STEWART-COUSINS: 19 Senator McDonald. 20 SENATOR McDONALD: Thank you, 21 Madam Speaker. 22 I rise to talk about a resolution 23 honoring Louis Matrazzo, a native of Saratoga 24 County, in my district. An employee -- a
Candyco Transcription Service, Inc.
(518) 371-8910 1 loyal employee, for a long time -- at the 2 New York State Health Department. A man 3 committed to our state and the health of our 4 residents. Also a gentleman who was very 5 active in the New York State Public Employees 6 Federation, working on behalf of the employees 7 of our great state in this great area. 8 It's very difficult, in a state of 9 almost 20 million people, to single out any 10 single individual. There's so many wonderful 11 people in our state. But a state is only as 12 good as the people that make it up. And I 13 think Lou Matrazzo deserves a moment of us to 14 think about him and what people like he have 15 done for us as employees, as workers' rights 16 advocates, and as just plain good citizens in 17 the community. 18 And I thank you for this 19 opportunity to make those comments. 20 ACTING PRESIDENT STEWART-COUSINS: 21 Thank you, Senator McDonald. 22 Senator Breslin. 23 SENATOR BRESLIN: Thank you very 24 much, Madam President.
Candyco Transcription Service, Inc.
(518) 371-8910 1 And I commend Senator McDonald for 2 bringing this resolution to the floor. 3 Lou Matrazzo died very suddenly 4 last week at the age of 58, and it's a loss to 5 all New York Staters, and in particular the 6 58,000 PEF employees throughout this state. 7 And I just happen to have the most PEF 8 employees of any Senator. 9 And Lou, when I was first elected 10 some almost 13 years ago, Lou was really 11 starting on his journey and rising the ladder 12 in PEF. And each year or so he would tell me 13 that he had now assumed a new title -- a 14 regional title, or a regional title with an 15 office. And he'd say, "And you're still a 16 Senator." And the next time he'd get another 17 promotion and he'd say, "Neil, you're still a 18 Senator." 19 And he finally rose to the level of 20 vice president of PEF throughout the state and 21 reminded me again that I was still a Senator. 22 And seriously, his counsel, his 23 devotion to his union, his ability to just 24 keep arguing the union mantra and how
Candyco Transcription Service, Inc.
(518) 371-8910 1 important the public employees are to this 2 state, was unyielding. And I had the utmost 3 respect for his point of view, because he 4 always did his homework. He always did his 5 research. He was always there to give you the 6 reasons why you should support his position. 7 And so it isn't always just 8 business that we had relationships with. I 9 got to know him personally. And I took his 10 only child, Michelle, into my office as an 11 intern, who was the love of his life. 12 And to have him taken way at such 13 an early age shows how vulnerable all of us 14 are -- but in his case, someone who just kept 15 doing the right thing day after day, year 16 after year, and not asking for anything in 17 return from the people around him. 18 We will all dearly miss him, and we 19 hope that there are those there to replace 20 him, but it will be a very difficult 21 challenge. 22 Thank you very much, Madam 23 President. 24 ACTING PRESIDENT STEWART-COUSINS:
Candyco Transcription Service, Inc.
(518) 371-8910 1 Thank you, Senator Breslin. 2 Senator Little. 3 SENATOR LITTLE: Thank you, Madam 4 President. 5 I would just like to join my 6 colleagues as they recognize and memorialize 7 Lou Matrazzo, who certainly was a man who was 8 a true advocate for the positions and for the 9 workers that he worked with in the PEF 10 organization. He was always there for them. 11 He was always enthusiastic and advocating in 12 every possible way for their issues. 13 And he certainly will be missed. 14 He touched many, many lives. And he was 15 person who truly enjoyed life. But I'm sorry 16 that his life became so short. 17 Thank you. 18 ACTING PRESIDENT STEWART-COUSINS: 19 Thank you, Senator Little. 20 Are there any other Senators 21 wishing to be heard on the resolution? 22 Hearing none, the question is on 23 the resolution. All those in favor please 24 signify by saying aye.

(518) 371-8910 1 (Response of "Aye.") 2 ACTING PRESIDENT STEWART-COUSINS: 3 Opposed, nay. 4 (No response.) 5 ACTING PRESIDENT STEWART-COUSINS: 6 The resolution is adopted. 7 At the request of the sponsor, the 8 resolution is open for multisponsorship by the 9 entire house. Any member wishing not to be a 10 multisponsor of the resolution should so 11 inform the desk. 12 Senator Klein. 13 SENATOR KLEIN: Madam President, 14 could we at this time take up a reading of 15 Senate Calendar Number 25. 16 ACTING PRESIDENT STEWART-COUSINS: 17 The Secretary will read. 18 THE SECRETARY: Calendar Number 19 111, by Member of the Assembly Weinstein, 20 Assembly Print Number 4393, an act to amend 21 Chapter 326 of the Laws of 2008, amending the 22 Family Court Act, the Criminal Procedure Law, 23 and the Judiciary Law. 24 ACTING PRESIDENT STEWART-COUSINS:
