BILL NUMBER:S1727

Title of bill

An act to amend the executive law, in relation to designating February fourteenth, to be known as "Congenital Heart Defects Awareness Day", as a day of commemoration

Purpose

The purpose of this bill is to establish a commemoration day to help increase the awareness of congenital heart defects and support the families of those who have suffered the loss of a child due to a congenital heart defect.

Summary of provisions

Section 1: Amends the Executive Law section 168-a(3) to establish Congenital Heart Defects Awareness Day.

Existing law

Such a commemoration day does not exist under current law.

Justification

The Congenital Heart Information Network maintains that Congenital Heart Defects (CHD's) are considered to be the most common birth defects, and are a leading cause of birth-defect related deaths worldwide. It is estimated that 1 in every 100 babies are born with such a condition and that approximately 40,000 children each year in the United States are affected. It is important to provide awareness, support and education to families and to the community at large about congenital heart defects. Utilizing methods such as establishing a special awareness day for this serious condition can help to increase awareness of this condition and assist families that have suffered a loss due to CHD.
