BILL NUMBER:S2041

Title of bill

An act to amend the vehicle and traffic law, in relation to the denial of applications for licenses and learner's permits

Purpose/summary of provisions

This bill would require any new applicant for a driver's license or learner's permit in New York State to disclose under oath whether such applicant has been convicted of a violation which would result, had it occurred within New York State, of a revocation or suspension of driving privileges. The bill would preclude the applicant from receiving a permit or license until penalties are assessed.

Existing law

Amends section 507 of the vehicle and traffic law by adding a new subdivision 6.

Seeks to create a more uniform system of penalties for driving offenders. Many states within the current compact do not have driving conditions or penalties as stringent as those of New York State. This bill would prevent those new applicants who are potential driving threats from receiving immediate licenses.

Fiscal implications

None.

Effective date

90 days after it shall have become law.
