BILL NUMBER:S2047

Title of bill

An act to amend the education law, in relation to requiring the board of education in the city of New York to provide school bus attendants

Summary

This bill directs the New York City Board of Education to provide school bus attendants on all school buses transporting students in kindergarten through eighth grade.

Justification

Approximately thirty percent of children in New York City ride on school buses which are overcrowded. Most buses allow 60 students seated and 12 standees. Some elementary school principals have complained that the lack of supervision on these crowded buses has caused chaotic conditions for the students. Confrontations, littering, and outbursts are commonplace. Therefore, supervision is needed on the buses to attend to these needs. School bus attendants provide a definite deterrent to these activities in other districts around the State. Children who ride school buses in New York City are entitled to the same supervision.

Fiscal implications

To be determined.

Effective date

The first of September after it has become a law.
