BILL NUMBER:S2069

Title of bill

An act to amend the public health law, in relation to authorizing the commissioner of health to conduct a study concerning noise caused by airline traffic at John F. Kennedy International Airport

Purpose

The purpose of this legislation is to authorize a study to be made relative to the noise caused by airline traffic at John F. Kennedy International Airport, specifically to determine whether the noise currently generated by airline traffic exceeds the "acceptable noise levels" that are currently established by the Federal Aviation Authority, Federal Department of Transportation, Environmental Protection Agency, and other appropriate agency/agencies.

Summary of provisions

This bill authorizes a study to be made concerning the noise at John F. Kennedy International Airport to determine if the noise created by such airline traffic, particularly from SST Concord and similar airlines, causes hearing loss or other health problems for residents in surrounding communities. The legislation also provides for recommendations to be made for reducing noise at John F. Kennedy International Airport.

Justification

The noise created by airline traffic, particularly, the SST Concord, is so loud that the effects of such regular and loud noise should be studied. Reports of persons believing their home was about to be struck by a falling aircraft are sadly not uncommon. House alarms are regularly setoff upon ascent of the SST Concord. Children cover their ears, some cry in fear, and unsuspecting adults are often shocked by the loud vibrating reverberations of these airlines.

Fiscal implications

None.
