BILL NUMBER:S2099

Title of bill

An act to amend the election law, in relation to requiring certain contributors to file campaign contribution statements

Purpose

This bill would amend subdivision one of 14-102 of the election law to require that organizations expending more than $2,000 in a year for election campaign purposes file a disclosure statement with the board of elections.

Summary of provisions

This bill would require that any entity, other than a natural person, which makes campaign contributions or campaign expenditures in excess of $2,000 file in a year a disclosure statement with the board of elections.

Justification

Corporations, partnerships, unions and political clubs sometimes make major contributions to, and expenditures on behalf of, candidates for office. It is in the best interest of open government that these organizations file statements similar to those filed by candidates with the board of elections.

Fiscal implications for state and local governments

Added processing costs to the boards of elections.
