BILL NUMBER:S2228
Title of bill
An act to amend the education law, in relation to maintaining school libraries
Purpose of bill
To mandate that each school district maintains a school library in each school in the district and employ certified school library media specialists.
Summary of bill
Each school district outside of a city with a population of one million or more shall maintain a school library in each school district and shall employ certified school library media specialists. In cities of a population of more than one million, the board would be required to employ certified school library media specialists.
Justification
School libraries are an integral part of the educational program, supporting and complementing all phases of the formal instructional program. Students must be familiarized with libraries early in their education and we must ensure continual access to library resources. Unfortunately, school libraries are frequent targets for budget cuts at the local district level. In localities where access to public library collections may be limited, the school library is doubly indispensable. To prevent the slighting of this essential resource, this legislation will ensure that the investment by local' school boards in library books and library personnel is adequate across the state.
Fiscal implications
To be determined.
Effective date
July 1 following enactment.
