BILL NUMBER:S2400
Title of bill
An act to amend the education law, in relation to adding a member of the school athletics department or physical education department onto the committee on special education, and requiring such committee to determine the level of participation in school athletic programs permitted for a student with a handicapping condition
Purpose or general idea of bill
The bill requires a representative from the athletic or physical education department be a member of the Committee on Special Education; provides the Committee provide an assessment of a student's ability to participate in physical education classes, contact and non-contact, and competitive and non-competitive sports is deemed appropriate.
Justification
The public education system entrusts the state with the responsibility for education of the whole person, including character, knowledge and other skills and abilities. Participation in interscholastic sports helps students in the development of the whole person by contributing to social skills, self-esteem and team building.
Existing education law ensures inclusion of special needs children in public school classrooms in order to support academic achievement. Unfortunately, regulations addressing physical education have not kept up with current education models.
This new section of law would allow special needs students to receive physical education and the opportunity to participate in athletics which are appropriate for their developmental level while ensuring the safety of all participants
Allowing special needs students o the field, at the level of participation appropriate for their abilities, will not only benefit their education but the education of all the athletes on the field.
