BILL NUMBER:S2410
Title of bill
An act to amend the education law, in relation to the membership of the board of trustees of the state university of New York
Purpose
This bill adds community college faculty representation to the State University Board of Trustees.
Summary of provisions
This bill amends Subdivision 1 of Section 353 of the Education Law, adding an 18th member of the State University Board of Trustees. The board currently consists of 17 members (15 appointed by the Governor with the advice and consent of the Senate, and the president of the Student Assembly serving ex officio and the president of the University Faculty Senate serving as a non-voting ex-officio member). This legislation will give the president of the Faculty Council of Community Colleges a seat on the board, as a non-voting, ex-officio member.
Justification
The Faculty Council of Community Colleges represents approximately 14,000 faculty members who educate over half the students enrolled in SUNY and instruct the majority of its freshman and sophomore students. In 2006, the legislature affirmed the need for faculty representation on the Board of Trustees by adding an additional seat for the President of the University Faculty Senate. However, the community college faculty are not represented by the Faculty Senate, but are instead represented by the Faculty Council of Community Colleges. As more and more students enroll in community colleges across the state, it is important for the community colleges to have representation on the SUNY board.
