BILL NUMBER:S2432
Title of bill
An act to amend the public authorities law, in relation to discontinuing the New Rochelle toll plaza on the New England section of the New York state thruway
Purpose
The purpose of the bill is to eliminate the toll plaza on the New England section of the New York State Thruway. Daily commuters from Westchester, the Bronx and Manhattan pay a disproportionate fee to use this section of the Thruway, compared to every other corridor across the state.
Summary of provisions
Section 1 of this bill adds a new section 354-a of the public authorities law to authorize the discontinuance and elimination of the New Rochelle toil plaza as identified.
Justification
The New Rochelle toll plaza on the New England section of the New York State Thruway is located in a densely populated corridor where the City of New Rochelle, Village of Larchmont and Town of Mamaroneck meet. As such, there are serious issues of air pollution and noise pollution that are generated for area residents by the presence of this toll plaza. Further, the presence of this toil plaza serves to direct northbound traffic onto local roads, particularly U. S. I (Boston Post Road), through the developed corridors of New Rochelle, Larchmont and Mamaroneck, adding to local congestion and air pollution.
As a matter of parity, New York State residents in the Buffalo, Rochester, Syracuse, Utica, Schenectady-Albany and Yonkers areas have sought to reduce the financial burdens on daily, local commuters who travel between exits of the main branch of the Thruway. The same relief should apply to commuters who face the $1.00 toll for trips as short as two miles between exits.
An act to eliminate the Yonkers toll plaza - patterned on the elimination of the Spring Valley toll plaza - has received legislative consideration for the same reasons.
