BILL NUMBER:S2923
Title of bill
An act to amend the education law, in relation to requiring dental facilities to possess automatic external defibrillators
Purpose or general idea of bill
Makes mandatory that all facilities where dentistry is practiced shall possess an automatic external defibrillator or other defibrillator at the facility.
Summary of specific provisions
Bill Section 1 would amend Subdivision 10 of Section 6611 of the education law to require that all facilities where dentistry is practiced shall possess an automatic external defibrillator or other defibrillator at the facility.
Justification
Under the existing law, all dentists are required to be certified in cardiopulmonary resuscitation (CPR). CPR training includes mandatory training on implementation and use of an automatic external defibrillator (AED). Therefore, all dental facilities should possess an AED, because all dentists are required to be trained to use an AED and it will help in responding to cardiac emergencies that might occur at dental facilities. Certain dentists who provide anesthesia services are already required to have regular defibrillators at their offices and those dentists can satisfy this requirement with such regular defibrillator. However, all other dentists should have at least an AED at their dental offices for better protection of the public and to be consistent with their mandatory CPR training.
