BILL NUMBER:S2971

Title of bill

An act to amend the education law, in relation to requiring training in cardiopulmonary resuscitation and in the use of automated external defibrillators for new certification and re-certification as a schoolteacher

Purpose or general idea of bill

To require teachers to obtain CPR training as part of their certification and continuing education.

Justification

Cardiopulmonary resuscitation is vital in the survival of a person experiencing a fatal cardiac event. The AED is the only therapy that can correct such a fatal event (other than advanced therapies only administered by doctors and paramedics). Under current requirements, it could take minutes to get the AED and trained personnel to the location of such an event. Studies show that providing CPR until the arrival of electrical therapy (AED), increases the possibility of correcting such cardiac arrthythmia. This is critical in the treatment and survivability of the person.

Prior legislative history

2010 - This is new legislation.

Fiscal implications

None, as it is the intent of this legislation to include this training in the already mandated continuing education of all employees holding a teaching certificate.

Effective date

This act shall take effect immediately after becoming law.
