BILL NUMBER:S2978

Title of bill

An act designating state owned lands, located in the hamlet of Westhampton, town of Southampton, county of Suffolk, under the jurisdiction of the state department of environmental conservation, as the Edwin M. Schwenk Memorial Nature Preserve

Purpose

To designate certain state-owned lands, located in the hamlet of Westhampton, town of Southampton, county of Suffolk, as the Edwin M. Schwenk Memorial Nature Preserve.

Summary of provisions

Section 1: Legislative findings.

Section 2: Description and location of land to be designated the Edwin M. Schwenk Memorial Nature Preserve

Section 3: Effective date

Justification

Edwin M. Schwenk has given many years of dedicated public service to the people of Long Island including major initiatives to protect environmentally sensitive land and open spaces.

In 1993, Edwin Schwenk was directly involved with the creation of the Long Island Pine Barrens Protection Act. This legislation created the third largest land preserve in the State of New York and ended years of expensive litigation for the building industry while protecting, in perpetuity, a sole source aquifer.

Edwin Schwenk also helped to spearhead the passage of the Peconic Bay Regional community Preservation Act which established a two percent transfer tax on real estate sales to preserve open space and recreation land on the East End of Long Island.

Edwin Schwenk passed away on Thursday, December 17, 2009. The dedication of this parcel of land located within the Long Island Pine Barrens in his name will memorialize his incredible advocacy for his community and his unyielding commitment to protecting Long Island's precious environmental resources.
