BILL NUMBER:S3055
Title of bill
An act to amend the vehicle and traffic law, in relation to the residential parking system in the village of Tuckahoe in the county of Westchester
Purpose
Relates to the description of the bounded area for which the residential parking permit system in the village of Tuckahoe, county of Westchester, may be established. It amends the 1998 law which created a parking permit area to discourage train commuters from using the limited residential off street parking. In so amending, it expands the boundary from the previous northerly corporate boundary between the Village of Tuckahoe and the town of Eastchester now to Fisher Avenue.
Summary of specific provisions
Amends subdivision 2 of section 1640-g of the vehicle and traffic law as added by chapter 239 of the laws of 1998.
Justification
The village of Tuckahoe has requested this legislation. It would allow the village to expand a residential parking permits system first instituted in 1998. With only one square mile of territory and two train stations, the original permit system was created to deter commuters from the train stations from using the limited supply of residential off street parking instead of the public and private off-street areas provided for them. This creates an additional burden on the residents to find parking since many of the homes in that part of the town have little or no off-street parking.
The current residential parking permit system has been very effective in addressing the safety, environmental and quality of life issues in the designated area, while providing relief of overtime parking restrictions to residents living in these areas. This system has provided ample parking for residents without hardship to non-residents. The village's population continues to increase and traffic hazards, congestion, air and noise pollution remain a concern. The proposed expansion of the parking permit system would allow the village to continue to minimize these hazards.
