An act to authorize the town of North Hempstead, county of Nassau, to convey to the Carle Place Water District, certain parklands
Purpose or general idea of bill
To authorize the Town of North Hempstead to convey the Carle Place Water District certain park lands.
Summary of specific provisions
Section 1. Authorizes the Town of North Hempstead town board to convey parklands located in the Carle Place Water District to the Carle Place Water District.
Section 2. States that authorization provided in section one shall be effective only upon the condition that North Hempstead dedicate an amount equal to or greater than the fair market value of the parklands being alienated.
Section 3. Describes the park lands being conveyed by North Hempstead.
Section 4. States that the conveyance of the parklands shall not occur until the town has complied with any federal requirements pertaining to the alienation or conversion of parklands.

Justification
The Carle Place Water District needs to install a new well to better service the residents of Carle Place. There does not exists an abundance of land in the community which would suffice for the well. There is, however, land available at Fuschillo Park, a North Hempstead Town facility, that can accommodate the Water District's needs. As this land is actually in the parking lot, the effect to the park will be de minimis and the benefit to the community will be significant.
The Carle Place Water District has agreed to the following provisions:
1) will coordinate the construction staging and activities to minimize the disruption to the park and inconvenience to park goers.
2) The district will reconfigure the parking lot so there is no more than a two parking space loss.
3) The district will repave and restripe the parking lot at the end of the construction.
4) The improvement to the Well will be beneficial to the park as well as the surrounding community.
