BILL NUMBER:S3288

Title of bill

An act to amend the general obligations law, in relation to the use of protective headgear at ski areas

Purpose or general idea of bill

The purpose of this bill is to require all skiers regardless of age to wear helmets while skiing. Skiing is a dangerous activity and participants should be required to wear appropriate safety gear.

Justification

According to the consumer product safety board, 36 people were killed last year in skiing related accidents. They suggest that requiring helmets would have saved 24 of those lives. Many accidents happen at the end of the day when legs are tired. A helmet simply protects against mistakes or accidents and decreases the chance of a fatal injury due to a head blow. Skiing is an inherently dangerous activity. You are traveling at very high rates of speed over terrain that could cause serious injury. Helmets are used when biking, roller blading and kayaking to protect individuals especially children in these activities which are just as inherently dangerous as skiing.
