BILL NUMBER:S331A
Title of bill
An act to amend the elder law, in relation to matching funds for grants under the naturally occurring retirement community supportive service program
Purpose or general idea of bill
To allow NORC's to raise matching funds from non-state sources and sources outside of the NORC Supportive Services Boundary.
Summary of specific provisions
Section 1. Amends Section 209 4 (k) of the Elder Law. Permits matching funds to be raised in neighborhoods contiguous to, but outside of the geographic NORC boundary, upon approval of the director of the State Office for the Aging.
Section 2. Amends Section 209 5a (c) (6) of the Elder Law. Permits matching funds to be raised in neighborhoods contiguous to, but outside of the geographic NORC boundary, upon approval of the director of the State Office for the Aging.
Section 3. Effective Date
Existing law
Elder Law; Title 1; Section 209, Naturally Recurring Retirement Community Supportive Service Program (NORC).
Justification
NORCs provide non-medical support and opportunities for socialization for older New Yorkers that reside within its service area. Local community matching funds shall allow for dues, fees for service, individual and community contributions in order to remain viable. This would allow NORC's to diversify their revenue sources by raising money outside of the geographic boundary of the NORC. By expanding the pool of donors, NORC's will be able to generate more private money, and diminish the need for increase in state support in the short term and long term.
