Section one of the legislation provides further that the complete capital cost of any such extension of a sewer district shall be borne exclusively by the county and not charged back to the owners of such properties; provided, that such costs to be borne by the county shall be limited to any amounts on account received from New York City for
purposes of preserving the quality of the waters of the New York City watershed.
Section two of this bill provides for an immediate effective date.
Justification
Pursuant to a judicial order for clean up, a certain limited number of properties that have been found to have septic system failures would be granted the ability to correct such failure by connecting to currently existing sewer districts which run through their municipalities. In so doing, these properties, which geologically are challenged to build an environmentally acceptable septic system, would be able to comply with the judicial order to stop polluting the New York City watershed by linking up to these existing sewer districts. This limited number of properties are not connected with the former County Diversion Plan.
