BILL NUMBER:S3771
Title of bill
An act to amend chapter 690 of the laws of 1988 creating the bi-state Long Island sound marine resources committee, in relation to making conforming amendments to such chapter
Purpose
To conform amendments to the Connecticut-New York Bi-State Long Island Sound Committee to recognize the threats from impending industrialization.
Summary of provisions
Updates Chapter 690 of the laws of 1988 which created the Connecticut-New York Bi-State Long Island Sound Marine Resources Committee. The bill renames the committee the Connecticut-New York Bi-State Long Island Sound Committee. The amendments would recognize that the natural resources of the Sound are under threat by proposed industrialization and negative uses. The bill provides that the committee may coordinate and recommend standardization of all laws relative to Long Island Sound. The Committee shall prepare and submit annual reports making recommendations for legislation regarding proposed industrialization and private use of the resources of Long Island Sound.
Justification
The Bi-State Committee was initiated in 1988. Due to recent efforts by private firms to use Long island Sound for industrial purposes. Connecticut revised their statute to recognize this threat. This legislation would similarly amend our statute so that the committee could be reconstituted and the two states can work in a coordinated way to be vigilant partners in the protection of Long Island Sound.
