BILL NUMBER:S3807A
Title of bill
An act to amend chapter 563 of the laws of 2008 amending the education law and the public health law relating to immunizing agents to be administered to adults by pharmacists, in relation to extending the expiration of such provisions
Purpose
To extend the sunset provision of chapter 563 of the laws of 2008 relating to pharmacists.
Summary of provisions
Section 1 amends the effective date provision of chapter 563 of the laws of 2008 to from March 31, 2012 to March 31, 2016.
Justification
This bill is intended to improve health results in New York State, by allowing pharmacists to continue to administer vaccinations. Chapter 563 of 2008 allows pharmacists, after receiving proper training and certification by the Department of Education, to administer vaccines for flu and pneumococcal to adults. This authority is set to expire in March of2012. This bill extends this authority - which is granted in 48 other states to March of 2016.
In the two years since NYS provided such authority to pharmacists, immunization rates have risen dramatically. Since implementation in the fall of 2008, more than 5,000 NYS licensed pharmacists completed certification requirements and estimates suggest that pharmacists have administered more than one million immunizations in New York in the past twelve months.
Clearly, this initiative has been successful by any measure and the sunset should therefore be extended.
