BILL NUMBER:S3920
Title of bill
An act to amend the education law, in relation to authorizing Cornell university to enter into memoranda of understanding with state agencies to provide services and technical assistance
Purpose
To authorize the use of memoranda of understanding between the State of New York and Cornell University, for the purposes of procuring services or technical assistance from said university or providing funds to said university, related to said university's land grant mission.
Summary of provision
The bill amends § 5704 of the education law, allowing for the use of memoranda of understanding (MOUs) between Cornell University and the State of New York.
Existing law
§ 5704 of the education law.
Justification
Allowing for the use of an MOU, to detail the terms of bilateral contracts between the State of New York and Cornell university, will facilitate state mandated projects undertaken by Cornell due to its status as a land grant university. Cornell has a large number of very long-term and recurring contracts to do work for state agencies. Allowing agencies to elect to enter into an MOU with Cornell would result in significant administrative time and cost savings for the state.
