BILL NUMBER:S4496B
Title of bill
An act to amend the vehicle and traffic law and the administrative code of the city of New York, in relation to increasing the number of traffic control signal photo violation monitoring devices
Purpose or general idea of bill
The purpose of the bill is to increase the number of "red-light" cameras in operation in the City of New York to 225.
Summary of provisions
Section 1 of the bill amends paragraph 1 of subdivision (a) of section 1111-a of the vehicle and traffic law, as amended by chapter 18 of the laws of 2009, to increase the number of "traffic-control signal photo violation monitoring devices" in operation from one hundred fifty intersections to two hundred twenty five intersections.
Section 2 of the bill amends paragraph 1 of subdivision (a) of section 19-210 of the administrative code of the city of New York, as amended by chapter 18 of the laws of 2009, to increase the number of "traffic-control signal photo violation-monitoring devices" in operation from one hundred fifty intersections to three hundred intersections.
Section 3 sets an immediate effective date, except that it does not affect the repeal of section 1111-a of the vehicle and traffic law and shall not effect the expiration of section 19-210 of the administrative code of the city of New York.
Justification
Red light cameras were designed reduce major safety problems at inter-sections. It is estimated that more than 100,000 crashes and approximately 1,000 deaths per year in the United States occur at intersections. "Red Light Camera" programs have proven to be effective in addressing the problem of drivers speeding through intersections to "beat" a red light.
Increasing the number of cameras will save lives as well as law enforcement resources. For these reasons, the program should be expanded in the City to the total of 225 cameras.
