BILL NUMBER:S4598

Title of bill

An act to amend the executive law, in relation to creating a database of technical and financial assistance programs

Purpose or general idea of bill

This bill would require the New York State Office of Science, Technology and Research ("NYSTAR"), a state agency, to create and maintain an online database where municipalities, school districts and not-for-profits can access current grant information, application materials and contact information.

Summary of specific provisions

Section One adds a new section, 209-u to the executive law article 10-B, which regulates NYSTAR, requiring the chief information officer of this office to adopt rules and regulations that would lead to the creation of a publicly accessible and easily searchable registry of state, federal, private and non-profit technical and financial programs available to municipalities. This database shall be updated at least monthly and shall be available online. Each program listed in the database shall contain identifying information which shall include a description of the program, the type of assistance offered, instructions for application. contact information. deadline information and amount of financial assistance available, when applicable. Section Two is the effective date.

Justification

Currently, there is no online database where the public can access information about available grants and how to apply for them. This legislation would establish such a directory that would be an easily accessible and navigable way for individuals and municipalities to gain access to grant opportunities. This database would be a coherent and commodious resource that would enable individuals and political subdivisions to find all the information they need to apply for a grant on one complete online directory, removing some of the burdens and roadblocks that are commonly encountered when seeking grant money.
