BILL NUMBER:S4695

Title of bill

An act to amend the education law, in relation to creating the regents teacher shortage loan forgiveness program

Summary of provisions

Section 1 requires the Regents, as a part of their Higher Education Plan, to determine areas of critical teacher shortage in New York State. Section 2 stipulates the number, eligibility criteria, duration, and amount of Regents Teacher Shortage Loan Forgiveness awards to be provided.

Justification

Currently, New York State public schools suffer from teacher shortages in the core and common branch areas of science, math, foreign language and occupational education. Therefore, it is in the state's best interest to create incentives for qualified candidates to enter teaching in these shortage areas. The traditional approach of providing scholarships as incentives has not proven successful in other areas (such as the Regents Physician Shortage Program) since after the candidate receives the scholarship and graduates, his commitment to the undeserved area wanes. Typically, the scholarship recipient will either leave the state without fulfilling his public service commitment or repay the scholarship. Either way the program's objectives are not met. The proposed loan forgiveness program resolves these problems by giving the award at the same time the public service is being provided by the recipient. Furthermore, by paying out the award (with a maximum value of $10,000) over the loan repayment period, the cost of the program is phased in over a ten year period.
