BILL NUMBER:S4750

Title of bill

An act to amend the county law, in relation to authorizing the county of Chenango to apply for the establishment of foreign trade zones within such county

Summary of provisions

Section 1 amends Section 224 of the County Law by adding a new subdivision 27 to allow for the County of Chenango to make application to the Foreign Trade Zones Board established by Congress.

Section 2 shall make this act take effect immediately.

Purpose

Allowing Chenango County to establish a Foreign Trade Zone will enable Norwich Pharmaceutical (NPI) the opportunity to offer a broader range of services and cost competitive options to its clients/customers. In addition, NPI will be a more attractive partner to a large international customer base not currently enjoyed.

This bill will also allow the rapidly emerging worldwide generic company, Alvogen, to benefit through speed to market and cost competitive positions, thus driving higher volumes and activities to the Norwich NY site.

This enabling legislation, along with the efforts of Norwich Pharmaceutical, will significantly improve the opportunity to bring additional manufacturing to the U.S. and, most importantly, bring it to New York.
