BILL NUMBER:S4855A
Title of bill
An act to amend the state finance law, in relation to membership on the state procurement council
Summary of specific provisions
Section 161 of the State Finance Law is amended to increase membership on the state's procurement council from 20 to 21 members. The member, who will be selected by the governor, shall be a representative of a not-for-profit, New York-based organization engaged in the marketing and/or promotion of New York-based grown farm and agricultural products. The member may also be a representative of a not-for-profit New York- based organization engaged solely in the advocacy, marketing and/or promotion of organic New York grown farm and agricultural products. The member appointed by the governor will serve a two year term.
Justification
New York's number one industry is agriculture yet there is no one person designated under current law to represent the State's agricultural community on the State's procurement Council. Existing members include the commissioner of the Office of General Services, State Comptroller, Director of Budget, Chief Diversity Officer or their respective desig- nees, and seven members who are the heads of other large and small state agencies chosen by the Governor or the Governor's designees.
The Procurement Council is established under Article XI, Section 161 of the State Finance Law. It is responsible for the study, analysis and development of recommendations to improve State procurement policy and practices, and for development and issuance of guidelines governing State agency procurement.
In an effort to increase the procurement of agricultural products grown and processed in New York, It is important and necessary to include on the council a member of a not-for-profit, New York-based organization to appropriately represent the interests of New York's agricultural commu- nities.
