BILL NUMBER:S511A
Title of bill
An act directing the New York State Energy Research and Development Authority to undertake a statewide study of consumer behaviors with respect to energy efficiency and clean energy technology programs
Purpose
The purpose of this legislation is to direct the New York State Energy Research and Development Authority (NYSERDA) to collect information during the pre and post installation audits of residential properties that have received energy efficiency services, to gain a greater understanding of consumer behavior.
Summary of provisions
Section 1.1 Requires NYSERDA to collect consumer feedback in the pre and post audit phases of energy efficiency project upgrades done for residential properties. This section also lays out all of the specific data that NYSERDA will be required to collect, including the use of coupons and rebates. 2. Specifies the reporting requirements to the legislature and also provides direction as to those entities that NYSERDA should consult with in developing their annual report.
Section 2: Effective date - Immediately.
Justification
The State of New York allocates hundreds of millions of dollars annually to a wide range of state and local programs designed to improve energy efficiency and achieve demand reduction. While NYSERDA and the Energy Efficiency Portfolio Standard (EEPS) structure have oversight and reporting requirements to assess actual energy savings achieved through the use of ratepayer money, there are two significant roadblocks to accurately gauging the amount of energy saved. Consumer behavior and regular fluctuations in the price of energy factor directly into the amount of energy used. This study will be the first comprehensive statewide analysis specifically related to energy efficiency and consumer behavior and price fluctuations. It will allow for a much more accurate assessment of whether the large amount of money, taken directly from New York ratepayers, is achieving its intended goal.

Fiscal implications
Since the information required will be gathered by NYSERDA at pre and post audit conferences with consumers that are already required, the cost of this bill is either minimal or non-existent
Effective date
This act shall take effect immediately.
