BILL NUMBER:S5185
Title of bill
An act to permanently appoint Todd Hall as a Public Safety Telecommunicator within the county of Onondaga
Purpose
To permanently appoint Todd Hall as a Public Safety Telecommunicator within Onondaga County.
Summary of provisions
Section 1 Stipulates that Todd Hall, who was employed by the village of Skaneateles, County of Onondaga, in a permanent position within the noncompetitive class as a Public Service Dispatch Aid since October 24, 1994, whose position was abolished when the village of Skaneateles eliminated its 911 dispatch services and transferred such services to the County of Onondaga, and who is currently employed on a provisional basis by the County of Onondaga as a Public Safety Telecommunicator shall be appointed on a permanent basis to the competitive class position of Public Safety Telecommunicator within the County of Onondaga and shall deemed to have been appointed to such position on October 24, 1994, provided that the County of Onondaga has passed a resolution providing for such permanent appointment on or before December 31, 2011, and shall enjoy all protections of the civil service law.
Section 2 Establishes an effective date.
Justification
From October 24, 1994, until October 1, 2010, Todd Hall was employed by the Village of Skaneateles in a permanent position within the noncompetitive class as a Public Service Dispatch Aid, Through no fault of his own, his position was abolished when the Village of Skaneateles eliminated its 911 dispatch services and transferred those services to the County of Onondaga. He is currently employed on a provisional basis by the County as a Public Safety Telecommunicator and is seeking to be permanently appointed by fulfilling the requirements needed to obtain this competitive class position.
In the event he is permanently appointed to the position by the County of Onondaga on or before December 31, 2011, this bill would serve to recognize his prior years of service with the Village of Skaneateles, and entitle him to retain all the rights and protections of the civil service law including seniority rights as calculated from his initial appointment date of October 24, 1994.
