BILL NUMBER:S5244
Title of bill
An act to amend the education law, in relation to requiring the state library to be open for at least eight hours each day on five days every week
Purpose or general idea of bill
This bill requires the state library to be open for at least eight hours each day on five days every week of the year except for specified legal holidays.
Summary of specific provisions
Section 1 requires the state library to be open for at least eight hours each day on five days every week of the year except for specified legal holidays. Section 2 makes the bill once enacted, effective immediately.
Justification
The bill keeps the state library open as required by current law but allows the Regents flexibility to determine on what days the library, and therefore the state museum where the library is located, will be open. Current law requires the state library to be open on weekdays. SED reports that the law requiring the library to open on weekdays dates to a time when the state library served as the legislative library. The legislature now has its own library and legislators no longer need the state library for legislative business.
Flexibility will keep the library open but allow the Regents to decide which days are most useful for the public. It is important that New York open its resources such as the state museum and state library to allow the public the best opportunity to use them. The public is more likely to visit the museum and use the library when they have the time to do so. For example, there are more visitors to the museum on Saturdays and Sundays than Mondays. This bill will allow the Regents to develop the best schedule for the library, museum and public.
