BILL NUMBER:S5578
Title of bill
An act to authorize the county of Chautauqua to elect to participate in the medical assistance reimbursement option and revenue intercept for Medicaid purposes
Purpose or general idea of bill
The purpose of this legislation is to allow Chautauqua County the option to participate in the medical assistance reimbursement option and revenue intercept for Medicaid program.
Summary of specific provisions
Section 1: Enacting language.
Section 2: Effective date.
Justification
This legislation will allow Chautauqua County the option of participating in the medical assistance option and revenue intercept for Medicaid program.
In an effort to ease the burden of the rising Medicaid cost on the counties, the State Legislature enacted the Laws of 2005 (Ch 58, part C), which provides for a sequential "cap" on the increase in the counties' respective shares of Medicaid expenses.
Chautauqua County has requested to be allowed to opt into this program, which has since closed. The county is requesting that it be able to swap its portion of sales tax for the State take-over of Medicaid.
Prior legislative history
S.7896 (2010) Referred to Senate Local Government Committee A.11069 (2010) Referred to Assembly Health Committee
Fiscal implications
Chautauqua County would exchange the county's portion of sales tax revenues for the State's takeover of the expenditure cap amount.
Effective date
This act shall take effect immediately.
