BILL NUMBER:S5615A
Title of bill
An act to amend the retirement and social security law, in relation to the deferral of vacation days for certain members of the retirement system
Purpose
The purpose of this bill is to provide an incentive for correction officers of the New York State Department of Corrections to remain on active duty.
Summary of provisions
This bill would authorize the deferral of vacation days for members of the corrections department. This bill would allow for the deferral of up to 5 vacations days a year, payable when that person separates service.
Justification
Retaining veteran correction officers within the ranks of the State Department of Corrections is a paramount concern to the State and the constituencies of the state of New York. The Department of Corrections continues to face an unprecedented wave of retirements. A large number of correction officers are quickly approaching 20 years of active service malting them eligible for retirement. Thus, the department is confronted with a significant loss of its most experienced officers. As a result of recent budget cuts the size of the Department of Corrections force has been drastically reduced.
One way to allow veteran correction officers to continue working is to grant them the option of deferring vacation and, taking a cash payment when they separate service. The leave and vacation payments would be paid at the rate applicable upon retirement or separation. The bill will provide an incentive to officers to remain on the job and provide additional months of public protection at no additional cost.
