BILL NUMBER:S6109

Title of bill

An act to amend the tax law, in relation to authorizing the creation of the veteran assistance lottery game and to amend the state finance law, in relation to establishing the veterans' assistance fund

Purpose

This bill will create two scratch-off lottery games with all proceeds going towards an individual grant program for New York Veterans.

Summary

Section one of the bill amends the tax law by adding section 1621 that creates the veteran assistance lottery game. The division of lottery will create no more than two scratch-off lottery games whose revenue will be deposited into the veteran assistance fund.

Subdivision two of this section requires the division to begin selling the game no later, than December 31, 2010.

Section two of the bill amends the state finance law by adding a new section 97-llll that creates the veteran assistance fund. The New York State director of veterans' affairs shall create a direct grant program that will disperse funds to individual veterans based on need.

Section three of the bill relates to the effective date.

Justification

In New York State we have over one million resident veterans that have courageously defended Our country. In the coming years that number will grow as veterans return from Iraq and Afghanistan. Our veterans face a host of issues after returning from war including unemployment, physical and mental health ailments and financial difficulties. This bill seeks to assist our veterans by establishing a dedicated funding source for the veteran assistance fund. Other States have implemented similar lottery games and/seen their residents willing to contribute to this important cause above and beyond money currently played and given to education.

Legislative history

A.11213 of 2009-10.

Fiscal implications

None. All associated administrative costs for establishing and operating the game will be from the lottery proceeds.

Effective date

This act shall take effect on the ninetieth day after it shall have become a law.
