BILL NUMBER:S6232
Title of bill
An act to amend the vehicle and traffic law, in relation to residential parking in the town of Harrison
Purpose
Relates to residential parking in the town of Harrison.
Summary of specific provisions
Section one amends subdivision 2 of section 1662-c of the vehicle and traffic law, as added by chapter 265 of the laws of 1998, specifying the individual town roadways covered by the permit system, allowing the town to develop a specific ordinance governing the times of day when the permit will apply and provisions to protect some short-term parking.
Section two of the bill makes technical corrections to make section 1666-c uniform with the other provisions in the article governing residential parking permit systems in the county of Westchester.
Section three states the effective date.
Justification
The town/village of Harrison has requested this legislation.
It would allow the town/village to expand a residential parking permits system first instituted in 1998. The original permit system was created to deter commuters from the train stations from using the limited supply of residential off-street parking instead of the public and private off-street areas provided for them. This creates an additional burden on the residents to find parking since many of the homes in that part of the town have little or no off-street parking.
The current residential parking permit system has been very effective in addressing the safety, environmental and quality of life issues in the designated area, while providing relief of overtime parking restrictions to residents living in these areas. This system has provided ample parking for residents without hardship to non-residents. As population continues to increase and traffic hazards, congestion, air and noise pollution remain a concern.
The proposed expansion of the parking permit system would allow Harrison to continue to minimize these hazards.
