BILL NUMBER:S6303C

Title of bill

An act to amend the education law, in relation to providing mandate relief to local school districts

Purpose

This bill provides New York school districts with mandate relief.

Summary of provisions

Section 1. This section allows BOCES to enter into contracts with bordering states in order to allow student residing in these states to have access to the BOCES' career education programs and technical services and special education services.

Section 2. This section allows Boards of cooperative Educational Services (BOCES) to serve as the central administrator for substitute teachers, prekindergarten teachers, special education and human services personnel for two or more school districts.

Justification

This bill seeks to provide real mandate relief to school districts. New York school districts already face an enormous financial burden, especially in light of the recent school aid cuts. By allowing BOCES to administer certain services this will consolidate services and reduce the cost to school districts. This bill will hopefully, be a first step, in providing much needed mandate relief to school districts.
